The Romanian Agency for International Development Cooperation (RoAid), in partnership with the Romanian Department for Emergency Situations (DSU), organised a Training Programme on Disaster Risk Reduction and Emergency Management for the African states, which ran between 14 and 19 October 2019.  11 participants from various African countries: Benin, Burundi, Comoro Islands, Gabon, Lesotho, Tanzania, Seychelles and Uganda were enrolled in the programme. Three of them represented the African Union.

The participants had the opportunity to meet Dr Raed Arafat, Secretary of State and Head of DSU and carried out working visits to the Search and Rescue Team - RO-USAR in Ciolpani, the General Inspectorate of Aviation (IGAV), the Inspectorate for Emergency Situations Bucharest-Ilfov (ISUBIF) and the Integrated Dispatch.

In the following training days, the participants took part in two events organised by DSU in partnership with the European Commission, under the European Commission Disaster Risk Management Knowledge Centre (DRMKC).  The training programme covered a wide range of relevant topics from coordination of complex disaster situations and elaboration of advanced plans on disaster management, to continuity of operations and continuity of government in case of disasters.

The overall objective of the project was to contribute to capacity building in the field of Disaster Risk Reduction (DRR) and Emergency Management in countries across Africa.

The number of disasters reported in Africa has increased significantly over the last four decades. The disaster profile of the African continent is characterised by extreme hydro-meteorological events, which are expected to increase in frequency and magnitude due to climate change.

Natural disasters can affect the countries’ entire economic, human, and physical environment, as well as their long-term development agenda, according to a World Bank report. In this context, disaster risk reduction (DRR) represents an important pillar for sustainable development.
