Taiwan Red Cross advances national accreditation goals with intensive USAR management training
In a significant step toward enhancing national disaster response capabilities, the Taiwan Red Cross conducted a two-day National Accreditation Process (NAP) Specialised Joint Training – Management Course for its disaster response teams on 7 and 8 June 2025. The training, which aligns with efforts to achieve Light Urban Search and Rescue (USAR) certification under the NAP system, drew 25 key management staff and team members from various units. Designed to meet international standards, the course combined comprehensive theoretical instruction with extensive practical exercises and post-training online assessments, underscoring the organisation’s commitment to building a world-class rescue force.
Delivered by senior instructors from the Taipei City Urban Search and Rescue (USAR) Team—experts in heavy USAR operations—the curriculum began with an overview of management operations within an urban search and rescue mission. Participants explored the role and responsibilities of the management unit across all phases of a mission, from pre-disaster preparation and mobilisation to operational execution and post-mission demobilisation.
The training also covered critical operational components, including the development of safety and security plans, emergency evacuation planning, introduction to Urban Search and Rescue Coordination Centre (UCC) procedures, formulation of rescue action plans, and the planning and design of a Base of Operations (BoO). Participants gained hands-on experience filling out key International Search and Rescue Advisory Group (INSARAG) standard forms, which are essential tools in coordinating international USAR efforts.
To reinforce real-world readiness, the instructors devoted a significant portion of the course to interactive group exercises simulating post-mission assignment workflows. Participants practiced team-based disaster information gathering, pre-deployment briefings, and operational coordination. The training also featured live simulations using the Disaster Coordination Platform, allowing team members to role-play management, search and rescue, and medical units while learning to complete online reporting and mission acceptance processes. These practical drills deepened participants’ understanding of how rescue teams register, mobilise, and operate in complex disaster environments.
This management training builds on the Taiwan Red Cross’s successful completion of the NAP General Course on May 18 and represents an integral part of a broader NAP Specialized Joint Training program launched this year. Future modules will target other essential areas, including search, rescue, medical care, and logistics. The Taiwan Red Cross expressed its gratitude to the Taipei City Fire Department for its strong support of the NAP Light USAR certification effort and for providing expert instructors for this course.
For years, the Taiwan Red Cross search and rescue teams have prioritised systematic, professional training aimed at enhancing team expertise and overall rescue effectiveness. The organisation remains steadfast in its pursuit of building a highly capable search and rescue force that meets rigorous international standards—an effort that continues to strengthen Taiwan’s ability to respond swiftly and effectively to disasters.
