The Guangdong Provincial Fire Department, China

Picture
The Guangdong Provincial Fire and Rescue Corps is the official comprehensive provincial firefighting and emergency rescue force operating under China's Ministry of Emergency Management. Formally established on December 27, 2019, following the national 2018 structural reform where former Public Security Fire Forces transitioned from active military service to a civilian national rescue administration. Its core responsibilities include fire suppression, structural and wildland fire prevention, emergency rescue operations and fire safety supervision and law enforcement across Guangdong Province.

It is responsible for fire prevention supervision, urban and rural rescue command, formulation of fire regulations, and other duties. It oversees 21 prefectural-level fire and rescue detachments (bureaus), Hengqin Guangdong-Macao Deep Cooperation Zone Fire and Rescue Detachment, China Rescue Guangdong Mobile Professional Detachment, 1Corps Training and Combat Service Support Detachment, and 335 fire and rescue stations. At the corps level, there are 16 internal departments, including the Office, the Operations and Training Department, and the Fire Prevention and Supervision Department.

In 2024, it completed the reform of adding the designation of Fire and Rescue Bureau to institutions at the provincial, city, and county levels, strengthening fire supervision responsibilities and the construction of professional teams. In 2023, its total revenue and expenditure reached 15.055 billion yuan, with fiscal appropriation expenditures primarily directed towards emergency rescue equipment procurement and training exercises. The Corps Training and Combat Service Support Detachment had a budget of 28.94 million yuan in 2024, fully allocated for special projects such as firefighter training and combat service support, training over 2,000 newly recruited firefighters annually, and offering 8 types of courses including promotion training and vocational skill certification. The China Rescue Guangdong Mobile Professional Detachment undertakes special operations such as subway tunnel dewatering and mountain rope rescue, participating in over 30 major security tasks on average each year.

From January to October 2024, this agency responded to 167,000 emergency calls (a 12% year-on-year increase), rescued and evacuated 43,000 people, handled over 50,000 fires resulting in 96 fatalities and direct property losses of 520 million yuan, with no major or above-level fire accidents occurring. It completed rescue operations for the Beijiang River Extraordinary Flood and the Meida Expressway Landslide Disaster, and handled 2,273 typhoon and flood situations, with cumulative drainage and dewatering reaching 4.2786 million cubic meters. It established the "Sky-Ground Integration" Integrated Communication System, piloted the 5-minute Fire Rescue Circle in Shenzhen, and conducted cross-border drills and technical exchanges with Hong Kong and Macao.

In May 2025, it carried out the "Mission-2025" Instructional Earthquake Rescue Drill, organizing 458 officers and firefighters to complete tests on 10 practical subjects including building collapse and high-altitude rescue.

As of September 2025, in response to Typhoon "Hua Jiasha", it assembled 38,000 rescue personnel and over 5,700 fire trucks for forward deployment. It revised regulations for professional fire brigades, promoted the signing of the Guangdong-Hong Kong-Macao Emergency Management Cooperation and Greater Bay Area Emergency Rescue Action Cooperation Framework Agreement, and hosted the Guangdong-Hong Kong-Macao Greater Bay Area Fire Forum.

In October 2025, it won the overall team championship at the 8th National Search and Rescue Dog Skills Competition. In 2024, it led the Electric Bicycle Whole-Chain Rectification Task Force, driving the coverage rate of charging facilities to 78.6%, with related fires decreasing by 7.58% year-on-year.

The province has established 147 Fire Science Education Bases, and in 2023, the "Fire Safety into Campus" Campaign covered over 3 million primary and secondary school students. In December 2025, to ensure safety during the New Year holiday, it organised fire and rescue teams across the province to conduct pre-holiday fire safety special inspections and publicity campaigns.
