Commemoration of the International Day for Disaster Reduction (IDDR) held on 13 and 14 October 2022
The commemoration of the International Day for Disaster Reduction (IDDR) was held on 13 and 14 October 2022 at the City of Cape Town Council Chambers and was themed, “Substantially increase the availability and access to multi-hazard early warning systems by 2030.” The two-day event was also available for on line delegates. The Ministerial Session was held on the first day and a Practitioners Session on the second day.
Executive Mayor of the City of Cape Town, Mayor Geordin Hill-Lewis, welcomed all including a delegation from the United Nations and Lesotho. The National Disaster Management Centre’s acting head: Department of Cooperative Governance, Ané Bruwer, provided an overview of how IDDR started and Western Cape MEC for Local Government, Environmental Affairs and Development Planning, Minister Anton Bredell, introduced the keynote speaker, Thembisile Nkadimeng, deputy minister of Cooperative Governance and Traditional Affairs, who presented the key note address on behalf of Cooperative Governance and Traditional Affairs minister, Dr Nkosazana Dlamini Zuma. The Ministerial Session saw a number of panel discussions including ‘Leaving no one behind’: accessible, understandable, usable and relevant disaster risk information and assessment available to the people at the national and local levels, ‘Value of early warning systems and lessons learnt’: local governments having a plan to act on early warnings and ‘Investing in disaster risk reduction for resilience’: multi-hazard monitoring and forecasting early warning systems on day one, with closing remarks from Bruwer followed by a vote of thanks from Dr Elias Sithole, head of the Gauteng Provincial Disaster Management Centre. The Practitioners Session saw Avril Williamson director-general: DCoG welcoming all delegates and Ané Bruwer, acting head of the NDMC providing an overview of the IDDR resolutions and the RSA DRM reality. Tshepho Ngobeni of the South African Weather Service (SAWS) presented on ‘Impact based early warning system: A critical DRR tool for early action and disaster resilience and Western Cape DMC’s Schalk Carstens shared resolutions from ‘Leaving no one behind: accessible, understandable, usable and relevant disaster risk information and assessment available to the people at the national and local levels. Garden Route Disaster Management Centre’s HoC, Gerhard Otto, shared resolutions from ‘Value of early warning systems and lessons learnt’: local governments having a plan to act on early warnings, which was followed by a presentation on the resolutions from ‘Investing in disaster risk reduction for resilience’: multi-hazard monitoring and forecasting systems by the SAWS. The development and adoption of the National Action Plan was discussed by the NDMC’s Jurgens Dyssel, which was followed by a vote of thanks from Dr Sithole.
