DMISA Conference 2023 held in Vhembe District Municipality, Limpopo
|

The Disaster Management Institute of Southern Africa (DMISA) held its annual conference at the Kalahari
Waterfront situated in Thohoyandou in the Vhembe District Municipality in Limpopo on 25 and 26 October 2023. This year’s DMISA Conference was themed, ‘Risk informed action’.
DMISA’s deputy president, Lebogang Mosotho, was programme director for session one with DMISA president Owen Bekker presiding over the opening ceremony, with various dignitaries in attendance. This was followed by the customary candle lighting ceremony and a minute of silent reflection, with DMISA EXCO member Freda Mathebula reading out the recent major disaster incidents and the lives affected and lost.
Becker also shared the upcoming proceedings and introduced the mayor of Thulamela Local Municipality, Cllr Afhongozwidivha Sara Rambuda, who welcomed the dignitaries, delegates and presenters to Thulamela. Following was the address of Cllr Dowelani Alton Menguda, executive mayor of the Vhembe District Municipality and of Rodgers Basikopo Makamo, MEC for Limpopo CoGHSTA.
DMISA’s Dr Johan Minnie provided an overview of ‘Risk informed action and professional development’, which was followed by Dr Mmphaka Tau of the Global Initiative on Disaster Risk Management (GIDRM) implemented by GIZ, who conferred ‘Risk informed action to reduce disaster risk, including risk informed development for resilience: a perspective from the Global Initiative on Disaster Risk Management: Southern Africa Component’.
Dr Juliet Chipumuro of Stenden University South Africa discussed ‘Emotional intelligence in disaster management education: A case of Stenden South Africa’ and the South African Weather Service’s (SAWS) Tshepo Ngobeni who presented on the South African loss and damage database for disaster risk mitigation and adaptation, which was followed by an pronouncement and discussion by Dr Elias Sithole, head of the National Disaster Management Centre (NDMC).
Dr Cliff Ferguson, Government Pensions Administration Agency, presented a paper that was published in the EU on ‘Convergence between business continuity and disaster risk management’, which was followed by a presentation by Prof Abiodun Ogundeji of the Disaster Management Training and Education Centre for Africa (DiMTEC), Faculty: Natural and Agricultural Sciences at the University of Free State (UFS) on ‘Economics for disaster prevention and preparedness’, Japie Nel of South African Qualifications Authority ( SAQA), who discussed ‘Professionalisation within South Africa: A SAQA perspective’ and Prof Andries Jordaan of Resilience Globale, who shared details on the ‘Review of the South African National Disaster Management Framework’.
Day two saw DMISA EXCO member Tshilidzi Nthambeleni start the event off with the candle lighting ceremony.
Presentations included Sibongiseni Ngema of the KwaZulu-Natal PDMC, who shared the lessons learned from the recent flooding and disasters experienced in the province and the way forward, Dr Moses Khangale of Santam who shared ‘Building societal resilience through partnerships: An overview of Santam’s partnership for risk and resilience programme’ and Dr Mal Reddy of the Durban University of Technology, who shared a recent case study on ‘Unlocking community disaster resilience: strategies and practices.
The final session started with Tshepo Motlhale of the Gauteng Provincial Disaster Management Centre, who presented on ‘Gearing Gauteng city region towards sustainable risk informed action, Dr Olivia Kunguma of UFS DiMTEC, who shared the ‘Disaster declaration process and the custodian institutional arrangements: The case of Jagersfontein Dam’, Dr Takalani Makananisa of the Limpopo Province CoGHSTA, PDMC and Emergency Services, who shared their ‘Veldfire response model’ and Lwandile Nokoyo of the Western Cape PDMC, who shared their ‘Disaster risk assessment methodologies: a case study of the Western Cape standardised risk assessment methodology’, discussing their recent incidents and disasters.
An informative question and answer session followed. Exhibitors and sponsors also had opportunities of presenting in between the presentations as well as exhibits to share technologies, products and services with the delegates.
The 2023 DMISA AGM followed at the conclusion of the conference, which was attended by DMISA members.
