Under ICS, each position should be filled by the person most experienced and qualified to carry out the duties and responsibilities of that position, regardless of the person’s rank or job title outside of the ICS activated structure. The position of division/group supervisor is placed between the levels of strategic management, the operations section chief and branch directors and the tactical levels, the strike team and task force leaders. In the comfort of your home/office within a set time frame you can achieve this skill of a division or a group supervisor. The online course is set out to give the student maximum exposure to the position, by providing lectures, quizzes, exercises and simulations that will require submission of video’s, documentation and information for assessment.
It is important to understand that groups and divisions are at an equal level within the operations organisation and, in situations where groups are collocated within divisions, they do not report to each other but close coordination of activities is required, a responsibility that will fall on the shoulders on the division and group supervisors operating in the area. The division/group supervisor must understand tactics but possess a broader strategic perspective at the same time. As the frontline manager, the division/group supervisor needs to be at the incident and be visible. The difference between the good, the bad and the ugly may come down to management practices. The division/group supervisor can’t just remain where the action is, he/she must visit the rest of the assigned location and monitor the entire division/group and manage the resources allocated.
